REACH-EN-FORCE-1, the first implementing plan for REACH has started in Europe. State supervisory authority is inspecting the rule of pre-registry, registry and safety data. The forth conference for information exchange will be held in Finland capital Helsinki this week. Conference will discuss the implementation of REACH and the further direction. Meeting will insist the core idea: no data no market. The inspection in each member country will focus on old materials. The inspection content includes whether enterprises have submitted the pre-registry or registry. SDS will also be required for inspection if necessary. People’s first impression on this plan is that producers and importers in EU (including OR) follow REACH fully. At the same time the implementation power of authorities will improve greatly. The appointed national coordinator will supervise each member country’s plan and provide training for local supervisors. For this purpose Forum Working Group held training for national coordinator at the beginning of April. The result of plan will be collected before the end of 2009. Forum Working Group will analyze the result and provide report in 2010.
