Notice on principle and procedure of household and similar purpose plug and outlet with standard changes

GB2099.1-2008 Household and Similar Purpose Plug and Outlet Section 1: General Requirements, GB1002-2008 Household and Similar Purpose Single-phase Plug and Outlet Type, Basic Parameters and Dimensions and GB1003-2008 Household and Similar Purpose Three-phase Plug and Outlet Type, Basic Parameters and Dimensions will be implemented since August 1, 2009, and the replaced old versions are GB2099.1-1996, GB1002-1996 and GB1003-1999 respectively.

To ensure the smooth changing of standard and validity of the authentication result, according to Notice on New Performance Standards of Certain Household and Similar Purpose Plugs and Outlets Compulsorily Implementing (NO.3 notice of National Certification and Accreditation Administration of in 2009), the principle and procedure of standard changes are as follows:

I. Principles

1. From notice date to August 1, 2009, the applicant can select to apply certification according to GB2099.1-2008, GB1002-2008, GB1003-2008 or GB2099.1-1996, GB1002-1996, GB1003-1999; from August 1, 2009, New standard should be applied.

2. For the products with compulsory certification complying with old standard, holders of old standard certificates should apply to convert new standard certificate from CQC after the new standard is implemented and before next testing, accept testing by specified lab according to standard, and receive new certificate if qualified. The changing of old certificates will be ended on August 1, 2010. The certificates that haven’t changed will be suspended; the certificates that haven’t been changed after November 1, 2010 will be canceled.

3. For products that gain CCC certification by converting CCEE to CCC certificates, test all item according to new standard if the complete and effective CCC test report can’t be provided.

Note: If applicants apply authentication in old standard before August 1, 2009, it is necessary to consider the time period required by sample model test, factory inspection, nonconformity modification and qualification assessment. The applicants are recommended to apply authentication in new standard to avoid failing in getting old version certificate before August 1, 2009, and change new certificate within a year.

II. Procedures

      1. Application

     1) Steps of online operation:

Step 1: Log in CQC website (www.cqc.com.cn), and use the username and password to log in the product certification system;

Step 2: Click the “Fill in certification application” in the left;

Step 3: Click the “Fill in CCC change application” below the “Country Compulsory Certification (CCC)”;

Step 4: Select catalog “(02) circuit switch and protection or electrical devices for connection”, and then select “(0201) household and similar purpose plug and outlet”;

Step 5: Fill in the certificate number and corresponding CCC test report number;

Step 6: Fill in the basic information of application: Applicant, Manufacturer, Factory Name, Address, Product Name, Model, Specification, etc;

Step 7: Fill in the additional information of application, and select the 12^th item: National standard of certification, technical rules or detailed implementation rules of certification has changed.

2) Precautions about application:

 (1) Since this version changing requires test and type test report, it isn’t possible to apply changing in batch. Please fill in only one certificate number in Step 5 (one certificate is one application unit)

 (2) For ODM certificates, the holder should communicate with the holder of original certificate, and apply changing standard version of ODM certificate after complete test report of original certificate version changing. Select ODM factory in Step 6 and fill in the corresponding original certificate number, otherwise it will be treated as non-ODM certificate; at the same time, agreement is required in changing version of the ODM certificate. The agreement must satisfy Notice on Requirements of ODM Label Agreement Contents;

 (3) The holder can add additional items when applying version changing of standard, e.g. adding product specifications, but please pay attention to the contents filled and selected in Step 6 and 7.

2. Data and requirements for application of changing standard:

3) When the application is accepted, the applicant submits the data to CQC and specified inspection organization respectively.
4) The applicant can log in CQC website to check the progress of the certification.
