Ukraine passed new technical regulations on toy safety

The Ukraine government passed New Technical Regulations on Toy Safety to set the requirements on toy safety, conformity evaluation procedure, labels and market releasing rules of toy products. These requirements are same to the 88/378/EEC in nature. The new regulation had taken effect on April 8, 2009.

In December 2008, Ukraine government approved the Technical Regulations on Toy Safety, which was audited by Ukraine Cabinet Act on October 8, 2008. These technical regulations clarified the requirements on toy safety and standard conformity evaluation procedure, and also set the rules on labels, releasing, distributing and free launching in domestic and foreign market (launch toys into the market). The manufacturer or specified representative must provide a statement that can certify the product according with these technical regulations in the appendix,, and paste the national qualification label on every toy or the packaging. Toys are products played by children not elder than 14 years. These requirements are same to the 88/378/EEC in nature. The new regulation had taken effect on April 8, 2009. The 88/378/EEC contains the following exemption substances:

1. Christmas decoration

2. Elaborate scaled model suitable for adult’s collection

3. Equipment suitable for common application in playground

4. Sports equipment

5. Underwater equipment suitable for application in deep water

6. Folk dolls, decorative dolls and other resemblances suitable for adult’s collection

7. “Professional” toys installed in public (marketplace, station, etc)

8. Mosaic made up of more than 500 scraps or doesn’t have picture suitable for experts

9. Air gun and air pistol

10. Fireworks in detonators

11. Catapult and crossbow

12. Dart with metal end

13. Electric oven, electric iron or other functional products with rated voltage higher than 24V

14. Products with heating element and suitable for using under adult’s guide

15. Vehicles with internal-combustion engine

16. Toy steamer

17. Bicycles dedicated to road sports or travel

18. Video toys with rated voltage higher than 24V and can be connected to displays

19. Infant dolls

20. 1:1 scale real arms replicas

21. Children ornaments
